DISEC

Format: Dual Delegate

Topic A: Regulating Lethal Autonomous Weapon Systems

Topic B: Establishing Confidence-Building Measures for Non-Nuclear State Security

This year LAMUN will feature two General Assembly committees, one of which will be the Disarmament and International Security Committee, also known as DISEC. The first committee primarily deals with international threats to global peace, and the disarmament of these issues as they arise. Not only does this committee work to resolve these conflicts, but the solutions that come as a product of this committee’s existence challenge the norms and functionality of the entirety of international security regimes. LAMUN’s DISEC committee will mirror the proceedings of a typical UN General Assembly Committee, incorporating an array of delegations that encompass a wide variety of backgrounds, cultures, viewpoints, and opinions. This will offer delegates the ability to debate the given topics from a place of genuine curiosity while granting the committee as a whole the capacity for thoughtful and empathetic deliberation. DISEC is constantly faced with challenges and issues that not only have to be resolved in a timely manner, but also those who require delicately crafted responses and resolutions. Two of those incredibly prevalent and urgent issues will be the ones our very own LAMUN delegates get the chance to tackle first hand:

  1. Regulating Lethal Autonomous Weapon Systems,

  2. Establishing Confidence-Building Measures for Non-Nuclear State Security.

The first issue that DISEC will debate is the regulation of Lethal Autonomous Weapon Systems (LAWs). LAWs are a special class of military weapons that can be programmed to independently search for and engage with targets. Although there is not yet a widespread development of LAWs, it is imperative to come up with a regulation framework for the near future.

The second topic focuses on addressing the security dilemma. To ensure that non-nuclear states do not seek to build nuclear stockpiles, it is important to establish confidence-building measures for their security.

Chair Letter

Distinguished Delegates,

Welcome to LAMUN XVIII! I am thrilled to be chairing the Disarmament and International Security Committee (DISEC) of this year’s session! I am currently a second-year Biology major here at UCLA, minoring in Evolutionary Medicine, and I hope to pursue a career in the Veterinary field!

My Model United Nations career has been a 6 year long journey. I fell in love with MUN as a young high schooler and was delighted to find such a welcoming, committed MUN program here while in my first year at UCLA. I was chosen to staff BruinMUN twice in the UN Women and Novice SPECPOL committees. This is my first year taking part in LAMUN and I am overjoyed to be able to share this experience with all of you! Alongside my participation in MUN, I am a Bruin Ambassador working for UCLA Undergraduate Admissions as well as a member of the Pre-Veterinary Society and The Bagel Appreciation Club!

The first committee primarily deals with international threats to global peace, and the disarmament of these issues as they arise. Not only does this committee work to resolve these conflicts, but the solutions that come as a product of this committee’s existence challenge the norms and functionality of the entirety of international security regimes. The topics that we will be addressing in committee are ever-present threats to our international community. The ongoing attempts to further the abilities and use of Lethal Autonomous Weapons coupled with the question of how to ensure safety to countries with no possession of nuclear weapons while preventing them from acquiring those very weapons are points of major contention in our current world.

At a glance these issues appear broad and hypothetical in regards to our personal daily lives, but in actuality they are preeminent threats to the peace we assume every day. Through your participation in this committee it is my sincere hope that you will not only gain a far greater understanding of the topics at hand, but that you will feel encouraged to examine the world and global issues with a new perspective, one with far greater empathy and a drive to foster change. With that being said, I hope you have an amazing weekend, and welcome to DISEC.
